On November 3, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, arrived in the State of Kuwait on an official visit.

In the special hall of the international airport of the capital of this country - Al-Kuwait, the Head of Tajikistan Emomali Rahmon was received by the Emir of the State of Kuwait Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah and the Crown Prince of the State of Kuwait Sheikh Sabah Al-Khaled Al-Hamad Al-Mubarak Al-Sabah.

High-ranking representatives of the country, senior officials of the Emiri Cabinet and high-ranking leadership of the Emiri Guard were also present to welcome the distinguished guest at the Al-Kuwait Airport.

The official welcoming ceremony in honour of the official visit of the President of the Republic of Tajikistan Emomali Rahmon to the State of Kuwait was held in the great emiri hall of Al-Kuwait International Airport.

After the warm welcome of the high-ranking guest, the Emir of the State of Kuwait, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah invited the President of the Republic of Tajikistan, Honorable Emomali Rahmon, to the tribune of honor.

 On this occasion, the members of the Honorary Guard and the Emir’s brass band and the official delegations of the two sides lined up in the hall, and the national anthems of the two friendly countries were played.

 Then the commander of the Emir’s Honorary Guard reported to the President of the Republic of Tajikistan, Honorable Emomali Rahmon. Here, the President of Tajikistan and the Emir of the State of Kuwait met with the official delegations of the two sides.

 Acquaintance with the official delegations of both countries concluded the official welcoming ceremony of the President of the Republic of Tajikistan Emomali Rahmon.

Meeting and negotiations of the highest level between Tajikistan and Kuwait began at the special meeting of the Heads of State in the Palace of the Cabinet of the Emir and continued with the participation of the official delegations of the two countries.

First of all, the Head of our State, Honorable Emomali Rahmon, thanked the Emir of the State of Kuwait, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, for the invitation to make an official visit, participation in the high-level conference, and for his brotherly welcome and warm hospitality.

"We consider the State of Kuwait to be our reliable partner in the region and the world, and we are ready to take practical joint measures to further strengthen relations with it," - said the Honorable President of the country, Emomali Rahmon. The parties expressed their satisfaction with the current level and content of relations between the two countries.

During the talks, great interest was shown in the expansion of economic and commercial cooperation and investment.

In this regard, it was considered necessary to activate the Joint Intergovernmental Commission, to establish the Business Council of the two countries and the Joint Investment Fund. 

Holding entrepreneurs’ meetings and exhibitions of goods and products was also considered beneficial for both countries.

The State of Kuwait was thanked for the contribution of the Kuwait Fund for Development in the financing of important projects of Tajikistan in the areas of road construction, energy and water supply. The attraction of Kuwaiti capital to the implementation of joint projects in the fields of light industry, food, metallurgy, agriculture and pharmaceuticals was another topic of discussion. The parties also expressed interest in expanding cooperation in various cultural and humanitarian fields.

The enhancement of cooperation in the fields of tourism, science and education, healthcare was named as one of the future directions of relations between the two countries.

During the discussion of social issues, the Emir of the State of Kuwait, in particular, stated that they are aware of the effective policy of the Head of the State of Tajikistan, Emomali Rahmon, to support women and raise their status in society, and they have also adopted the same policy in Kuwait, and among the women, several have been appointed to leadership positions in state affairs. The signing of the Memorandum of Understanding between the Government of the Republic of Tajikistan and the Government of the State of Kuwait on the regulation of the workforce in the private sector on the sidelines of today's negotiations was called beneficial for the parties.

During the discussion of cooperation within international and regional organizations, the State of Kuwait was thanked for supporting Tajikistan's global efforts in the field of water and climate. It was hoped that the friendly country would also support the adoption of the United Nations Resolution on the "Decade of Peace for Future Generations" proposed by Tajikistan.  Taking into account the dangers and threats of modern times to security and stability, the issues of combatting terrorism and extremism were in the focus of attention.

At the end of the high-level meeting and negotiations, the President of the country, Honorable Emomali Rahmon, invited the Emir of Kuwait to pay an official visit to Tajikistan at his convenience.

 

After the high-level meeting and negotiations, a signing ceremony of new documents of cooperation was held in the presence of the President of the Republic of Tajikistan, Honorable Emomali Rahmon and the Crown Prince of the State of Kuwait Sheikh Sabah Al-Khaled Al-Hamad Al-Mubarak Al-Sabah.

A total of 9 new cooperation documents were signed to strengthen and expand cooperative relations. Including 5 documents in the presence of the Heads of State and 4 others on the sidelines of the official visit of the President of the Republic of Tajikistan to the State of Kuwait:

 - Memorandum of understanding between the Government of the Republic of Tajikistan and the Government of the State of Kuwait on the regulation of the workforce in the private sector; - Memorandum of understanding on cooperation between the Ministry of Foreign Affairs of the Republic of Tajikistan and the Diplomatic Academy of the Ministry of Foreign Affairs of the State of Kuwait; 

- Memorandum of understanding between the Government of the Republic of Tajikistan and the Government of the State of Kuwait on commercial cooperation;

 - Memorandum of understanding between the Government of the Republic of Tajikistan and the Government of the State of Kuwait on cooperation in the field of industry;

 - Protocol on introducing changes and additions to the "Agreement between the Government of the Republic of Tajikistan and the State of Kuwait on avoiding double taxation and preventing tax evasion on income and capital";

 - Agreement on cooperation between the National Information Agency of Tajikistan "Khovar" and the Information Agency of the State of Kuwait "Kuna";

 - Memorandum of understanding between the Government of the Republic of Tajikistan and the Government of the State of Kuwait in the field of physical education and sports;

 - Memorandum of understanding between the Government of the Republic of Tajikistan and the Government of the State of Kuwait on cooperation in the field of standardization;

 - Executive Program of the Agreement between the Government of the Republic of Tajikistan and the Government of the State of Kuwait on cooperation in the field of tourism for 2024-2026.

 

In the city of Al-Kuwait, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, met with the First Deputy Prime Minister, Minister of Defense and Minister of Internal Affairs of the State of Kuwait Sheikh Fahd Yusuf Saud Al-Sabah.

The issues of strengthening and expanding friendly relations and beneficial cooperation between the two countries were discussed at the meeting.

The parties expressed their satisfaction with the level of political relations and interpreted it as a favorable basis for strengthening and expanding cooperation in all other sectors.

The participation of Kuwait's financial and investment circles in the implementation of projects in the real sectors of our economy, including light industry, mineral processing and agricultural products, was called a future direction of cooperation between the two countries.

Both sides are interested in establishing relations in the field of labor migration, and have interpreted the signing of the Memorandum of Understanding on the regulation of the workforce in the private sector as an important document of cooperation in this field.

The holding of the International Conference - the Kuwait Phase of "Dushanbe Process on Combating Terrorism" was considered an important step in the direction of ensuring security and stability. In the fight against terrorism and extremism and other dangers of the modern world, it was also considered necessary to strengthen the bilateral cooperation between Tajikistan and Kuwait.

 

On November 3, in the city of Al-Kuwait, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, met with the Minister of Foreign Affairs of the State of Kuwait Abdullah Ali Abdullah Saleh Al-Yahya.

At the meeting, the current situation and prospects of multifaceted relations between the two countries were discussed.

The contribution of the Kuwait Development Fund in the implementation of state investment projects of Tajikistan was highly appreciated.

It was emphasized that cooperation between the two countries is expanding in the fields of culture, science and education.

During the discussion of international and regional issues, satisfaction was expressed with regard to the beneficial cooperation between Tajikistan and Kuwait within the framework of the United Nations, the Organization of Islamic Cooperation, the Asian Cooperation Dialogue, etc.

It was stressed that the countries have close or similar positions on most issues of the international and regional agenda.

Both sides expressed their interest in effective implementation of international initiatives of Tajikistan in water and climate issues.

Our Head of State paid special attention to the initiative of Tajikistan, which was presented at the 79th session of the UN General Assembly on the adoption of the UN special resolution on the declaration of the Decade of Strengthening Peace for Future Generations.

A fruitful conversation was also held on other pressing issues of mutual interest.

 

On November 4, in the city of Al-Kuwait of the State of Kuwait, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, participated and spoke at the High-Level International Conference “Strengthening International Counter – Terrorism Cooperation and Building Agile Border Security Mechanisms – The Kuwaiti Phase of the Dushanbe Process”.

President Emomali Rahmon called this conference an effective factor in strengthening international cooperation in the fight against terrorism, extremism and other security threats.

It was emphasized that today's conference will further expand the scope and impact of the Dushanbe Process on combating terrorism and its financing.

"This conference will certainly contribute to the coordination and strengthening of cooperation at the international level, especially between the countries and regions of Central Asia, the Group of Arab countries, Africa and the Association of South-East Asian Nations" - said our respected Head of State Emomali Rahmon.

It was said that Tajikistan, as the initiator of the "Dushanbe Process", reaffirms its commitment to cooperation with the United Nations and other international partners.

The President of Tajikistan drew the attention of the participants of the high-level international conference to the issues of spreading extremist ideas, inciting hatred and religious conflicts in the society and inviting young people to commit terrorist crimes as a real weapon of terrorist and extremist organizations.

It was considered necessary for officials and experts to pay attention to this issue and take effective measures to solve it.

The President of our country emphasized that in order to prevent extremism, especially among young people, it is necessary to take special measures.

The Head of our State called the role of retraining in the direction of new technologies to strengthen the capacity of law enforcement agencies and intelligence services through training and technical support very effective.

It was emphasized that the growth of terrorism, extremism, transnational organized crime, drug trafficking and cybercrime, as before, threatens international security.

In this regard, it was considered necessary to fight against these threats as well as to boost the coordination of countries' measures to strengthen peace, stability and security.

The President of our country, Emomali Rahmon, emphasized Tajikistan's support for the adoption of the Convention on Combating International Terrorism. It was considered necessary to complete the negotiation process in this regard as soon as possible.

Regarding the strengthening of the capacity to ensure the security of the state border, the President of the Republic of Tajikistan stated that "our country, in cooperation with its partners, contributes to the creation of mechanisms that help to prevent the smuggling of weapons, drugs and the financing of terrorism."

It was highlighted that our country is an active participant in the global dialogue on security within international and regional organizations and, based on its experience in combating global threats, is implementing the Strategy for Combating Terrorism and Extremism for 2021-2025.

The Head of our State, Honorable Emomali Rahmon, stated that within the framework of the implementation of this strategy, the Government of Tajikistan, among other significant achievements, has also made progress in the area of improving the mechanism of prevention of extremism and radicalism and increasing the role of education and civil society.

The President called the promotion of lasting peace and stability and peaceful life in the world as one of the main goals of our state's foreign policy, reminded of his proposal made at the 79th session of the General Assembly of the United Nations to adopt a special resolution on declaring the "Decade of Strengthening Peace for Future Generations".

Concluding his speech, the Honorable Leader of our state Emomali Rahmon expressed confidence that the Kuwaiti Phase of the Conference of "Dushanbe Process on Combating Terrorism and its Financing" will contribute to more active joint efforts of countries and international organizations in the field of combating terrorism and extremism.
