On October 29, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, and the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, Honorable Rustam Emomali, visited the Tajik State Pedagogical University named after Sadriddin Aini and commissioned a new educational building of the Faculty of Russian Language and Literature.

The modern educational building was built in the light of the educational policy of the Government of the Republic of Tajikistan at the expense of the special funds of the university and helps to further improve the quality of education.

The educational facility consists of a basement and 5 floors and is intended for the education of more than 1 thousand 100 students in two shifts.

According to the project, the building has 8 working rooms, 14 spacious classrooms, a language classroom with 32 seats, an examination center for 120 people, a cultural hall with 700 seats, a museum and other auxiliary rooms.

The cultural hall with a wide range of opportunities for holding of the scientific, public and cultural-entertainment events, a corner of Tajik nature, a museum covering 3 historical periods, including the ancient history of Tajiks, the pre-independence era, the time of state independence and the history of the university, is located on the first floor.

Spacious classrooms with good learning facilities are located on the upper floors of the building.

The Leader of the Nation was informed that in this beautiful and modern building specialists of Russian language and literature in national schools, Russian language and literature - English language and contemporary Russian language - translators are trained at a high professional level, because the main purpose of the establishment of this educational building is considered to be the implementation of the "State Program for the Improvement of Teaching and Learning of the Russian and English Languages for the period until 2030".

It should be emphasized that the educational process at the Tajik State Pedagogical University named after Sadriddin Aini in the department of full-time and distance education is carried out through the credit education system in accordance with the state educational plans and programs.

The achievements of the university in the field of international cooperation are significant, and this year 89 specialties of the university passed the international institutional accreditation and received a special certificate.

This institution of higher education has established high-level cooperation with more than 120 foreign institutions in the field of science and education, including academic exchange of teachers and students.

Now the university has 11 educational buildings, 6 dormitories for teachers and students, 14 faculties, 63 departments and 89 specialties, 73 of which are teaching specialties.

A total of 18,000 students are studying at the university in the prescribed specialties. Foreign students from 16 countries of the world study science at this university, which indicates its high reputation in the region and the world.

The number of students studying under the presidential quota is 1,600, of which 936 are girls.

In order to increase the level of professional knowledge of students in the field of biology and geography, a two-story training building was built and commissioned in 2023 in the "Agrobiolaboratory" park by the university administration.

For the timely implementation of the instructions and orders of the Head of State related to the connection of science and production, the manufacturing of tables and chairs for secondary and higher vocational education institutions, canteens, comfortable seats for meeting halls, pulpits, bookcases, bedding and the publication of slogans and banners is established in the Technological Park under the university.

The visit of the Leader of the Nation to this university and the commissioning of another modern educational building is an important, joyful and historical event for the teaching staff and students of this school of science and education.

President Emomali Rahmon, while getting acquainted with the opportunities provided in the new educational building of the Tajik State Pedagogical University named after Sadriddin Aini, emphasized the professional mission and primary responsibility of teachers to increase the quality of education and training at a high professional level, that the bright future of any state and nation is closely related to the steady development of its education system and, in this context, the training of good personnel.

   

On October 29, in Dushanbe, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, and Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, Honorable Rustam Emomali, inaugurated the new building of the Regional Center for Chemical, Biological, Radiation and Nuclear Safety, Security and Assurance of the National Academy of Sciences of Tajikistan. 

The Center was prepared with the direct support of the President of the Republic of Tajikistan, Honorable Emomali Rahmon, in the amount of 47 million somoni from the state budget and the funds of foreign development partners. Construction works started in 2021 and finished in 2024.

The newly built facility is 4-storey, built on an area of 35 acres with a modern architectural design.

During the presentation, the Honorable Leader of the Nation, Emomali Rahmon, was informed that the Center has 16 innovative research laboratories in the areas of chemistry, biology, and the rarest scientific laboratories in the fields of immunology, virology, biological safety and security, and nuclear forensics, for the study and diagnosis of chemical materials, provides biological, radiation and nuclear services.

The laboratories are equipped with modern equipment and technology and are prepared for research, diagnosis and analysis based on international standards.

The opening of these laboratories was carried out in order to implement the Program "Twenty years of study and development of natural, exact and mathematical subjects in the field of science and education" and lays the foundation for the timely implementation of basic research in domestic science.

With the opening of the laboratories, an important step will be taken to strengthen security and scientific capacity not only in the Republic of Tajikistan, but in the entire Central Asian region.

In order to expand international cooperation and carry out scientific and research activities at the level of world standards, the Center has signed memorandums of cooperation with the Institutes of Nuclear Physics of Uzbekistan and Kazakhstan.

The modern facility also provides the services of its laboratories for the countries of the region, securing access to high-quality analyses and research to solve security-related issues. The modern center will serve as a platform for the exchange of experience, holding conferences and scientific seminars in the future, and will contribute to the formation of a scientific community aimed at solving the problems of physical security and preventing the spread of chemical, biological, radiation and nuclear materials.

Here, the opening of this center reflects the strategic and long-term priorities of the Republic of Tajikistan in strengthening security and development of science in the region, and also confirms our country's commitment to international obligations in the field of non-proliferation.

To support young scientists, 12 bedrooms have been created, which provides favorable conditions for conducting research and exchanging knowledge between scientists from different countries.

The Center has 4 special classrooms, where representatives of law enforcement and military agencies receive training and improve their knowledge and skills in the field of countering threats related to weapons of mass destruction and chemical, biological, radiation and nuclear terrorism.

Educational programs are intended for professional development of specialists from the Republic of Tajikistan and Central Asian republics. Therefore, this Center is considered one of the largest regional institutions for personnel training.

After familiarizing himself with the conditions of the facility, the President of the country, Emomali Rahmon, praised the construction works and installation of the laboratory equipment of the center and gave useful and effective recommendations for the development and strengthening of Tajik science and the presentation of the achievements of Tajik scientists in the international arena.

After the solemn ceremony of the opening of the laboratories, the Honorable Head of State Emomali Rahmon got acquainted with 5 new projects for the construction of buildings of scientific and research centers.

It was reported that 3 projects will be implemented based on cooperation between the Republic of Tajikistan and the People's Republic of China.

These projects are not only aimed at carrying out joint scientific and research work, but also contribute to strengthening the friendship between the people of the two friendly countries within the framework of the "One Belt - One Road" initiative.

The project of the building of the Scientific-Research Institute of New Electric Vehicles consists of 3 floors, the total area of the building is 2000 square meters.

The project of the Center for Expedition and Testing of Mineral Resources will consist of 2 floors and its total area will be 2500 square meters. An information center, a meeting room with 30 seats, working rooms and a chemical analytical laboratory, analysis of material properties, a reagent room, and storage of hazardous and toxic substances will be located here.

The project of the building of the Scientific Center of Information Technologies will consist of 3 floors and its total area will be 2000 square meters. Here information centers, management, exhibition hall, programming laboratories, networking, a multimedia cabinet and a control center and a lecture hall will be placed.

During the presentation of the project of the International Training Center for Countering Terrorism Using Weapons of Mass Destruction and Chemical, Biological, Radiological and Nuclear Materials of the National Academy of Sciences of Tajikistan, it was informed that in order to prevent unwanted phenomena in today's world, including terrorism and extremism, using weapons of mass destruction, chemical, biological, radiation and nuclear materials and the use of other modern methods are planned.

The building of the International Center consists of 10 floors, and its construction is planned on the area of 40 acres of land.

The 5th project comprises the branch of the Chemical, Biological, Radiation and Nuclear Safety Agency of the National Academy of Sciences of Tajikistan in Khatlon Province, and its construction is planned in the city of Bokhtar.

After getting acquainted with the projects of the construction facilities, the President of the country, Honorable Emomali Rahmon, gave specific instructions and assignments to the officials to control the quality of work and involve local specialists.

   

On October 29, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, and the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, Rustam Emomali, put in commission on the basis of the Ministry of Transport of the Republic of Tajikistan, the State Unitary Enterprise "Center for Digitization of Transport Sector", Regional Center for Transport Diplomacy and SUE "Institute for Design Research of Transport Facilities".

First, the Head of State Emomali Rahmon got acquainted with the operation of the State Unitary Enterprise "Center for Digitization of Transport Sector". This facility was established on the basis of the instructions and orders of the Honorable Leader of the Nation Emomali Rahmon within the framework of the implementation of digitalization of the road and transport sectors.

With the implementation of the digital control system, it became possible to regulate the movement of vehicles even in the most remote areas.

Out of 30 digitization modules available in the Ministry, 13 modules such as equipping road construction machinery with GPS and monitoring their effective operation, as well as prevention of heavy traffic through modern dynamic scales connected to the center, are currently being implemented.

Honorable Leader of the Nation Emomali Rahmon was informed that the establishment of a contact center with the shortened number 8808 was agreed to improve the work and service, and it offers the process of obtaining licenses, permits, waybills, availability of cargo or requirements for a vehicle for cargo transportation.

The contact center allows to receive orders from all corners of the country and abroad in terms of freight, passenger, receipt and shipment and timely execution.

The center consists of the Departments of the Road Asset Management System, the Department of Programmers and Information Security, the Department of Intelligent Transportation System known worldwide as ITS, and Digital Logistics, and each department depending on the area of its activity particularly enables the full inventory and certification of road assets, programming of industry digitization modules and the implementation of all programs based on the requirements of 30 industry modules.

The electronic system of the center is connected with the window of the Tax Committee under the Government of the Republic of Tajikistan and the Innovation Agency, and is favorable for simplifying the process of transport services.

In addition, all cargo vehicles and cargo locations are electronically stored in the database and covered with services according to the orders of customers and entrepreneurs.

In this context, significant progress has been made in the direction of international cooperation.

Currently, close cooperation with the Islamic Republic of Pakistan has been established, and cargo is available from water ports without hindrance and at a low price.

In general, the activity of the center allows all transport services, statistical reports, analysis and planning to be provided electronically and transparently, and the acts of corruption and the hidden economy are significantly reduced.

Young specialists have been recruited at the State Unitary Enterprise "Center for Digitization of Transport Sector".

Suhrobzoda Sabrina is one of such young and promising specialists who developed the computer program "Single Platform of Transport Sector".

All 30 modules that are supposed to work in this center work through the program developed by this talented Tajik young woman.

Honorable Leader of the Nation, Emomali Rahmon, praised the activities of this skilled woman and called her an excellent role model for other Tajik girls and young people, and emphasized that this is the result of the care of the Tajik Government and educated parents for the quality education and upbringing of children, especially young women and girls.

President Emomali Rahmon also became familiar with the activity of the Regional Center for Transport Diplomacy, the main purpose of which is to prepare specialists and experts of the international level to participate in negotiations, that is, to increase the level of their diplomatic knowledge in order to present, promote and protect the transport interests of the country, as well as to build up the republic's transportation position in the region. 

In order to promote activities in cooperation with the Regional Center for Transport Diplomacy to attract foreign investment with development partners, and at the same time, to develop mutual cooperation with the countries of Central Asia, it is decided to attract qualified experts from neighboring and partner countries as coordinators of further programs and to set up beneficial cooperation for the development of a unified regional transportation policy.

The laboratory of the SUE "Center for Design Research of Transport Facilities" started operating after renovation in the Ministry of Transport with the participation of the Honorable Head of State, Emomali Rahmon.

The laboratory includes sections for testing concrete and sand and gravel, asphalt and gravel, chemical materials, environmental testing and pre-design works, which are equipped with new and modern equipment.

Now, in addition to this laboratory, it has at its disposal two more mobile laboratories equipped with all the necessary diagnostic equipment and accessories, modern reconnaissance georadar, which further improves its capabilities in conducting testing and monitoring activities.

Necessary modern equipment and the intellectual capacity and skills of employees in the field of design allow the laboratory to conduct tests on determining the physical and mechanical properties of soil, concrete, iron and concrete products, asphalt, oil bitumen, mineral powder, gravel, sand, water, and rock, and to provide figures, evidence and necessary information to the designers.

More than 100 types of test operations are carried out within the framework of tests using conventional traditional and modern technological equipment in various ways, from the selection, separation and access of sample materials to the presentation of conclusions.

Also, at the entrance of the Ministry of Transport, the President of the Republic of Tajikistan, Emomali Rahmon, visited the exhibition of modern road construction and control technology and equipment.

New up-to-date structures have adapted the system of operation and the process of services in the field of road and transport to international standards and are a factor of steady development, which are continuously marked with visible achievements.

On October 29, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, and the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, Honorable Rustam Emomali, put into operation the "Sandwichpanel" production plant in Sino district of the capital.

The "Sandwichpanel" production plant has been built by JSC "Dushanbe-Sanoat" in an area of 7,172 square meters within the framework of the instructions and guidelines of the Honorable Leader of the Nation, Emomali Rahmon, to welcome the great national holiday - the 35th anniversary of the State Independence of the Republic of Tajikistan and in order to achieve the fourth strategic goal - accelerated industrialization of the country. The technological line and devices and equipment of the enterprise were imported and installed from the People's Republic of China, and the production of high-quality and competitive products is established here.

Sandwichpanel is a building material, made from three raw materials - tin, polyurethane and strip by hot or cold pressing. The company's products are divided into roof panels and wall panels, depending on the purpose, and are mainly used for the exterior of production plants, cold stores, facilities of various purposes, covering the roof of high-rise buildings and refrigerators for the purpose of keeping cold and heat.

Honorable Emomali Rahmon was informed that the production capacity of the enterprise is 960 square meters per day and 276 thousand 480 square meters per year. 25 people are employed in this enterprise, and they are trained by the specialists of the People's Republic of China with the study of the working system of modern installed equipment.

Until now, this product was imported from abroad. Now, with the launching of the "Sandwichpanel" production plant in Dushanbe, the cost of such products will be reduced for the population, and access to it will become easier. The establishment and exploitation of another new enterprise in Dushanbe and the launch of the production of import-substituting products, which was implemented within the framework of the constructive policy of the Mayor of Dushanbe, Honorable Rustam Emomali, was called an exemplary step by the Leader of the Nation, Honorable Emomali Rahmon.

Here the President of the Republic of Tajikistan, Honorable Emomali Rahmon, got acquainted with the exhibition of the products of the newly established enterprise and other plants of JSC "Dushanbe-Sanoat". The exhibition displayed the products of concrete mixing plants for wall boards, concrete trays, shore reinforcement products, concrete poles for power transmission lines, concrete mixing workshops for the production of concrete M-100, 150, 200, 350 and 400, concrete poles for power lines, fences, gates, different seats, trash boxes, stairs, workshops for oxygen generation, wood processing, production of plastic doors and windows, and construction materials. 

During the visit to the exhibition, the Honorable Leader of the Nation Emomali Rahmon tasked the officials to implement more measures to increase the production capacity, create new jobs, a new list of high-quality industrial products and contribute to the development of the national economy in the future.

JSC "Dushanbe-Sanoat", along with the operation of several production workshops, has also built a greenhouse on an area of 253 thousand 400 square meters, where decorative flowers and bushes and citrus fruits are grown. Effective use of public lands is the main source of greening and planting around the plants and providing employees with citrus fruits.

     

On October 29, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, and the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, Honorable Rustam Emomali, launched the activities of "ARK Sanoat" LLC.

"ARK Sanoat" enterprise was built by businessman Rustam Rahimov in Sino district of Dushanbe city.

The field of activity of the enterprise is the production of soft drinks and beers, in which 28 product types are produced in compliance with the requirements of national and international standards.

Honorable Emomali Rahmon was informed that the technological lines of the enterprise were imported from the most influential American and European companies, including from Canada, Italy and the Czech Republic.

The project capacity of the enterprise is equal to the production of 8 million containers of soft drinks per year, and its products are offered to the consumer market in various forms and sizes.

With the establishment and start of operation of this new industrial facility, 40 local residents were provided with jobs and good wages.

The installation of new production lines, which will take place in the near future, will contribute to the increase of production capacity, the list of products and the number of employees.

Raw materials are imported from within and partially from abroad and stored in special warehouses in compliance with requirements.

The final product is examined by special methods in the company's laboratory before being sold, and specialists check its composition and safety using modern devices.

After getting acquainted with the process of activity and production capacity, the Honorable Head of State Emomali Rahmon visited the exhibition of the company's products and called the entrepreneur's initiative exemplary.

According to statistics, more than 100 new industrial facilities have been built in Dushanbe since the beginning of 2024. About 2,000 residents are provided with jobs and good wages in these enterprises.

On the basis of the constant attention and support of the Head of State to the private sector, the existing opportunities and capacities are widely used by entrepreneurs, and the implementation of projects related to the development of industry and production is expanded.

This process lays the groundwork for ensuring a stable economy, creating new jobs, increasing the industrial capacity of the country and its competitiveness.

 

On October 29, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, and the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, Honorable Rustam Emomali, opened the State Institution for the Training of Highly Qualified Military Personnel in Pakhtakor neighborhood of Sino district of the capital.

The State Institution for the Training of Highly Qualified Military Personnel is intended for the training of officers with higher military education.

The construction work of the facility started in 2020 and was built in four years with high quality and modern design.

For high-quality training in the institution, all the favorable conditions are provided with the necessary infrastructure.

The State Institution for the Training of Highly Qualified Military Personnel consists of 7 buildings, and its main building has educational and diagnostic classrooms, a library, 4 meeting halls and other rooms, and is designed with the necessary modern conditions for the training of 640 people.

Two dormitory buildings with 344 beds have been built to provide sleeping accommodation for the officers.

A spacious sports hall with the possibility of organizing basketball, volleyball and mini-football games has been built for performing sports exercises in the institution.

The canteen building is intended for 450 people and is equipped with the necessary modern equipment.

A hotel building for 132 people at a time has been built in another part of the yard of the institution. The hotel was built taking into account the modern possibilities and conditions and meets the global requirements, it consists of 96 rooms, 3 meeting halls and other auxiliary spaces.

Next to the hotel, a two-story residential building for professionals has been erected.

A football field meeting international standards has also been built to host other sports competitions.

All buildings of the State Institution for Training of Highly Qualified Military Personnel are equipped with a modern centralized ventilation and heating system.

The deck of the building is fully illuminated, and its appearance is ornated with decorative flowers, bushes and trees.

The President of the Republic of Tajikistan, Honorable Emomali Rahmon, while familiarizing himself with the educational, working and recreational conditions, called on specialists and other responsible persons to pay serious attention to improving the quality of education and training talented officers.

Honorable Leader of the Nation, Emomali Rahmon, met with the leadership and employees of law enforcement agencies and power structures in the assembly hall of this facility, and gave them specific instructions for effective and purposeful use of the conditions provided in this new military facility and elimination of serious deficiencies in their activities.

At the same time, the Honorable Head of State Emomali Rahmon expressed his gratitude to the Government of the People's Republic of China for the grant financial and technical aid in the construction of this institution.

President Emomali Rahmon congratulated all the participants of the meeting on the 30th anniversary of the Constitution, the opening of another higher education institution and the eve of the Tajik Police Day, which is celebrated on November 10.

The Head of State reflected on the creation of favorable conditions for the education and training of highly qualified personnel and the role of law enforcement agencies in ensuring the rule of law and public order, drew the attention of the audience to combatting a number of threats, such as terrorism, extremism and illegal drug trafficking, and assigned specific tasks to law enforcement officers.

Due to the current situation in the world, it was considered necessary that the officials of the structures related to the protection of peace and stability, strengthening the foundations of statehood, and boosting the defense capacity of the state show primary focus and efforts.

The Leader of the Nation also emphasized the issue of strengthening the work in the direction of compliance with the requirements of national laws - "On  streamlining of traditions, celebrations and ceremonies in the Republic of Tajikistan" and "On responsibility for education and upbringing of children".

The President of the country stated that the purpose of the establishment of the State Institution for the Training of Highly Qualified Military Personnel is to improve the system of training of highly qualified personnel and adapt the educational programs of higher professional education institutions to modern requirements.

It was also stated that by using the best available opportunities, including modern classrooms and halls and other conditions in accordance with international standards, the process of training specialists will be improved, and the experience of the best educational institutions of the world's law enforcement agencies will be implemented in it.

Honorable Leader of the Nation, Emomali Rahmon, instructed the leaders and officials of the institution to give serious importance to issues of a professional nature during the training of specialists and to retrain and improve their skills, to instill in the minds of students knowledge and a broad worldview, the ability to think, analyze the situation, and, accordingly, the ability to make appropriate decisions.
