PARTICIPATION IN THE GENERAL SESSION OF THE 29TH CONFERENCE OF THE PARTIES TO THE UN FRAMEWORK CONVENTION ON CLIMATE CHANGE
On November 12, the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change began its work in Baku.
The President of the Republic of Tajikistan, heads of 80 countries, the Secretary General of the United Nations, heads of governments and delegations of dozens of influential international organizations took part in this conference.
President of the Republic of Azerbaijan Ilham Aliyev and Secretary General of the United Nations António Guterres received the Head of our state Honorable Emomali Rahmon and other participants at the venue of the conference.
The President of our country, as the leader of the pioneer state in the promotion of global water and climate issues, was one of the first to deliver speech at the opening of the summit of heads of state.
During the speech, the Head of our state, Emomali Rahmon, drew the attention of the participants of the high-level conference to the issues of climate threats and their consequences, and called on everyone to increase their efforts and actions to solve climate problems.
It was emphasized that the measures taken will undoubtedly help to strengthen the capacity of countries in adaptation and reduce vulnerability to climate change, including through financial assistance from developed countries.
In connection with the transition to "green energy", it was proposed to take urgent actions in this direction.
President Emomali Rahmon stated that the effective use of renewable energy sources will efficiently contribute to the reduction of greenhouse gas emissions and the development of the "green economy".
Honorable Head of State Emomali Rahmon deliberated on the adoption of the Strategy for the development of the "green economy" by Tajikistan and stated that “we intend to make energy production in the country entirely from renewable sources by 2032, and by 2037, we will transform Tajikistan into a "green" country”.
It was said that today 98 percent of our electricity is generated by hydropower, and the share of Tajikistan in the amount of greenhouse gas emissions is at a low level, and according to this indicator, our country is in 130th place in the world.
Honorable Head of State Emomali Rahmon, during his speech, also drew the attention of state leaders and experts to the topic of the close connection between water and climate, and suggested that special attention should be paid to the rapid melting of glaciers.
It was mentioned that Tajikistan, as a country vulnerable to this process and a member of the High-Level Panel on Water and Climate, took the initiative to announce the "Year of Glaciers’ Preservation", which was approved by the United Nations General Assembly with the support of the international community.
The Head of State pointed out with satisfaction that, in this context, the "World Day for Glaciers" was also proclaimed, and the Trust Fund to support glacier preservation efforts was established under the United Nations.
"We, as co-authors of this resolution, placed our share in this fund and we call on all our partners to follow this initiative,"- said President Emomali Rahmon.
It was emphasized that based on this resolution, the holding of a High-level International Conference is planned in Dushanbe in May 2025 in order to comprehensively review and help solve the problem of melting glaciers.
The Head of our state, Honorable Emomali Rahmon, as a sign of continuation of advancing the glacier protection agenda, also recalled about the support of the joint proposal of Tajikistan and France to declare the years 2025-2034 as the "Decade of Action for Cryospheric Sciences" and the adoption of a UNGA resolution in this regard.
Concluding his speech, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, given the importance of the mentioned issues and with the aim of accurately studying the impact of climate change on the glaciers of the region, proposed that a Regional Coordination Center on Glaciology be established in the city of Dushanbe under the auspices of the World Meteorological Organization and in cooperation with other development partners.
On November 12, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, participated and spoke at a high-level roundtable dedicated to the topic of climate finance, which was held in the Pakistan Pavilion in Baku, Azerbaijan.
President Emomali Rahmon at the beginning thanked the Government of the Islamic Republic of Pakistan for organizing this event and the invitation to participate in it.
It was emphasized that in today's global conditions, all regions of the world, especially developing countries, are facing serious problems of climate change, which is one of the main causes of natural disasters.
As it is known, due to the destructive consequences of natural disasters, along with the loss of life, serious material and financial damage is also inflicted upon the economies of the countries.
In this context, it was considered necessary to take coordinated joint actions, especially through climate finance, in order to address such global threats.
The Head of our state, Honorable Emomali Rahmon, stressed that "the Republic of Tajikistan is one of those developing countries that remain vulnerable to the effects of climate change."
It was mentioned that, given the devastating consequences of natural disasters, Tajikistan pays special attention to the issue of climate change and environmental sustainability, and has been leading the water and climate agenda in the world for the last 20 years.
The President of the country stated that Tajikistan's initiatives in the fields of water and climate were supported by the international community during this period through 14 resolutions of the UN General Assembly.
In the opinion of our Head of State, these initiatives have created a favorable basis for achieving coordinated global goals in the field of water, including those included in the 2030 Agenda for Sustainable Development.
It was emphasized that Tajikistan, as always, is ready to continue its constructive actions in the area of preservation of water resources, including glaciers and climate resilience.
Our Head of State, Honorable Emomali Rahmon, stated that we support the international community's call for more active financing for tackling the climate problems and innovative financial mechanisms to strengthen the capacity of vulnerable countries, especially developing countries, to adapt to the effects of climate change.
The establishment of a robust and inclusive coalition by developing countries and development partners to collectively promote international reform of the climate finance system and build a sustainable future for future generations was called an imperative.
Summing up his speech, the Head of our state, Emomali Rahmon, expressed his belief that today's roundtable will play an important role in strengthening the future joint efforts of countries in mitigating climate change and protecting the planet's vital water resources.

President Emomali Rahmon emphasized that water and climate are closely related, and the management and rational use of water plays a key role in the process of solving climate problems.
It was pointed out that in a short period of time, the topic of water covered the main content sections of climate-related conferences.
In the opinion of our Head of State, the climate conferences in Glasgow, Sharm El Sheikh and Dubai undoubtedly contributed to this process.
It was said that our country has been steadily and actively promoting water issues on the global development agenda for more than two decades. At the same time, Tajikistan, taking into account the close connection of water and climate agendas, is constantly paying attention to finding a special place for the topic of water in the process of official negotiations of climate conferences.
Honorable Head of State Emomali Rahmon stated that Tajikistan, together with its partners, has pursued this topic within the framework of the High-Level Panel on Water and Climate, the United Nations Water Conference in 2023, "Dushanbe Water Process" and other important international platforms.
It was mentioned that the joint efforts of interested parties can create a good basis for solving the water and climate problems.
Honorable President of the country Emomali Rahmon drew the attention of the participants of the event to one of the important aspects of the topic of water and climate – rapid melting of glaciers.
It was emphasized that the preservation of glaciers has become an important issue of the world agenda.
"At the initiative of Tajikistan, the General Assembly of the United Nations declared 2025 as the "International Year of Glaciers’ Preservation". According to the resolution adopted in this regard, the "International Trust Fund for the Preservation of Glaciers" was established, and Tajikistan was one of the first to make a financial contribution to this Fund,” - said the Honorable Head of State Emomali Rahmon.
Also, it was informed that based on this resolution of the United Nations, Tajikistan will hold a High-level Conference on the preservation of glaciers in May 2025 in the city of Dushanbe.
President Emomali Rahmon stressed that the purpose of holding this high-level conference is to raise the level of awareness, share information and attract more attention of the international community to the solution of these problems, and show the nexus of water and climate issues.

The National Pavilion of the Republic of Tajikistan was organized on the sidelines of the Conference in order to present the global initiatives of the President of the Republic of Tajikistan Emomali Rahmon on the issues of climate change, protection of glaciers and water resources, and in this context to attract the attention of the international community to the vulnerability of our country and to encourage investors to strengthen effective and fruitful cooperation.
On November 12, in Baku, Azerbaijan, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, took part and spoke at a high-level event, organized and hosted by Tajikistan, on the implementation of the resolution of the United Nations General Assembly declaring 2025 as the "International Year of Glaciers’ Preservation".
President Emomali Rahmon considered the holding of this event an important step in the process of implementing the UN resolution and emphasized that its main goal is to prevent the further melting of glaciers and preserve their ecological systems.
It was mentioned that under the influence of climate change, glaciers, which generally account for 75 percent of the main fresh water resources, are rapidly shrinking. Therefore, to solve this important global issue, it was considered necessary to take immediate and joint actions of the international community.
The Head of State stated that considering the importance of this issue, the resolution of the United Nations General Assembly on declaring 2025 as the "International Year of Glaciers’ Preservation" was adopted with the initiative of Tajikistan and the support of the international community. On the basis of this resolution, the International Trust Fund for the Preservation of Glaciers was established under the auspices of the United Nations.
It was said that our country will hold the first International Conference on the Preservation of Glaciers in May 2025 in the city of Dushanbe, based on this UNGA resolution.
The President of the country stated that in addition to declaring the International Year of Glaciers’ Preservation, the General Assembly of the United Nations, on the initiative of Tajikistan and France, adopted another resolution in August of this year declaring the years 2025-2034 as the "Decade of Action for Cryospheric Sciences".
This important decision was made in order to continue effective actions in the issue of protecting glaciers and raising the awareness of the international community about this important topic.
It was proposed to expand multilateral cooperation and exchange of experience and knowledge between countries with glacier resources and coastal countries in order to take immediate practical measures for the preservation of glaciers.
According to the Head of State, Emomali Rahmon, this issue can play an effective role in the process of addressing water shortage and sea level rise. At the same time, the attraction of global financial resources for this purpose, including the Special Fund for preservation of glaciers, was considered important.
It was deemed necessary for the Green Climate Fund to prioritize support for vulnerable countries, especially the Landlocked Developing Countries Group, which are most affected by climate change.
Moreover, President of Tajikistan proposed to establish a Regional Coordination Center for Glaciology in Dushanbe, under the auspices of the World Meteorological Organization and in cooperation with other development partners, in order to accurately study the impact of climate change on the region's glaciers.
It was mentioned that Tajikistan, despite having abundant fresh water resources, including glaciers, lakes and rivers, constantly pays special attention to water-related problems.
"Our country has determined the topics related to water resources, their rational and effective use, as well as the protection of glaciers, among the priorities of its state policy," - said Honorable Head of State Emomali Rahmon.
Concluding his speech, the Head of State expressed the hope that the results of today's meeting will contribute to enriching the content of the 29th UN Climate Change Conference and will further draw the special attention of the international community to the concerns of all countries over the issues related to the melting of glaciers, water shortages and the risk of natural disasters.
The Prime Minister of the Islamic Republic of Pakistan, Honorable Shehbaz Sharif, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, the Vice President of the World Bank for Europe and Central Asia, Antanella Bassani, the Secretary-General of the World Meteorological Organization, Celeste Saulo, UNESCO Assistant Director-General Lidia Brito and experts from other respected international and regional organizations participated and spoke at this important event organized by Tajikistan. The participants expressed their gratitude and appreciation to the Head of Tajik State Honorable Emomali Rahmon and officials of Tajikistan for organizing and hosting this important event, as well as for effective global efforts to preserve glaciers and freshwater resources.
