In connection with the “Project on Capacity Development for the Implementation of Performance Based Navigation in the Republic of Tajikistan” implementation was conducted Seminar on the implementation of Performance Based Navigation (PBN) flight Procedures in Tajikistan airspace at the SUE “Tajikairnavigation” that was attended by enterprise specialists, JICA project's Chief Advisor, representatives from the Civil Aviation Agency under the Government of the Republic of Tajikistan, international airports of the country, and domestic airlines.

PBN system is a new aviation concept aimed at improving the safety, efficiency and stability of the global air transportation system. The benefits of the system are safety, increased airport accessibility, reduced infrastructure operating costs and CO2 emissions, increased airspace capacity, quality utilization and flexibility of terminal airspace.

In order to implement the project, geodetic survey of WGS-84 coordinates of the airports of Dushanbe, Khujand, Bokhtar, Kulob and Dushanbe flight information region (FIR) in the WGS-84 coordinate system, selection of enterprise specialists and their training in the development of PBN flight procedures in Singapore, Japan and Germany, as well as the purchase of software for automating design of PBN flight procedures “PANDA”, “R.I.S.K.” Company, Azerbaijan was carried out.

In their presentations, experts provided the information about the processes of flight procedure design, basic data, new PBN flight Procedures of Terminal area and En-route in Tajikistan, Aeronautical Information Service matters for implementating PBN flight Procedures, air traffic control operational matters for the implementation of PBN flight Procedures, and other matters.

It should be noted that the Project goal is to correspond air navigation services’ level and quality to International Civil Aviation Organization (ICAO) standards. This project is being implemented by the SUE “Tajikairnavigation” in cooperation with the Japan International Cooperation Agency (JICA), and its full implementation is expected in March 2025.
